The Planning Committee discussed this application and agreed that the proposed work will improve the quality and functionality of the property without detracting from its character and appearance and that of the locality. With the provision that the details fulfil the relevant planning and building regulations the Committee supports the application.

 

Other Business

 

Although not on the agenda it should be included in these minutes that the Committee also discussed the creation of an ungated access point into the field adjacent Winson Cross onto the B3227 and the ongoing leisure use of the field including the parking of a double-decker bus thereon. Updates were given on dialogues with relevant local authorities.

Having considered this application and, in particular the location involved, the planning committee agreed that the application as outlined is acceptable. Therefore, Chittlehampton Parish Council supports the application.

 

5.     Planning application reference: 74880

        Erection of 3 dwellings at Hobbs Lea Road from Deptford Bridge to Townsend Cottages, Chittlehampton, Umberleigh, Devon EX37 9PX

 

Councillors listened to representations from architect Mr Peregrine Mears who is both the agent and the applicant. Mr Mears provided a little background to the application and explained that prior to it being submitted he had taken the unusual step of meeting with the owners of adjoining properties and as a result he has already made amendments to mitigate some of their concerns.  

Councillors then heard from a number of members of the public who live adjoining the proposed development. There was a general acceptance of a development taking place on the site but concerns were raised regarding aspects of the particular development as proposed. The challenging nature of the topography was acknowledged but concerns were expressed regarding being overlooked, shading, the length of build time, provision for waste storage and a detrimental impact on local amenities. Mr Mears replied to these concerns. Councillors agreed to support the application proposed but on the basis that the concerns expressed at the meeting and those submitted to North Devon Council should be looked into.

 

6.     Planning application reference: 74760

        Outline application for erection of dwelling with some matters reserved (appearance, landscaping, layout and scale) at land off Back Lane,
        Chittlehampton, Umberleigh, Devon EX37 9QW

 

Members of the public were given the opportunity to speak and a concern was expressed that there was not sufficient vehicular access to the lane leading to the property. 

This application is a contentious matter within the village. Councillors expressed some uncertainty whether potential personal/prejudicial interests should result in their withdrawing themselves from consideration of this particular application. The clerk reiterated previously circulated guidance on this. As councillors were still finding it difficult to decide how best to proceed and as too many withdrawals would result in the meeting becoming inquorate, councillors agreed to not discuss the matter and that the parish council would not submit comments or a decision on this application to North Devon Council.

 

The meeting ended at 9:19 pm.

Councillors attending the meeting reviewed this proposal and, after examining and discussing the drawings and information supplied, agreed that this proposal is a sound and reasonable development of the house within its local context in terms of design, scale and sight-lines from neighbouring properties.

 

During the discussion a point was raised concerning the configuration of the first floor bathroom situated immediately behind the staircase, and whether building regulations would require there to be an additional wash hand basin to serve the outer wc.

 

Should this be the case it was felt that layout adjustments could easily be made to accommodate the facility, or indeed simply install an integrated wc and basin unit.

 

Taking all these considerations into account, the Parish Council supports this application.

Application no. 73997

Erection of dwelling and garage together with temporary siting of log cabin to be used during construction at land adjacent Court Hayes, Chittlehampton, Umberleigh

 

The proposal was introduced and outlined by the chairman, then two interested members of the public who attended were invited to present their views on the scheme and, when they had done so and left the meeting, the committee discussed the application details, agreeing the following points:


There is no objection in broad principle to building one dwelling on this land, and as drawn the house looks well designed with contextually sympathetic choices of features and finishes.

However, it is strongly felt that several aspects should be addressed in more detail with a view to satisfying some fundamental requirements that are evident.

 

The proximity of the dwelling and access track, as shown on the plan to the northern boundary wall of 'The Walled Garden', puts this historical cob wall at risk of damage and undermining by stresses from nearby building work and site traffic, both during construction and after completion. Footnotes within published NPPF guidance state that non-designated heritage assets of historical and archaeological interest should be considered for protection as well as designated protected areas or features in deciding a planning application. We think that this cob wall, 100m in length, which in our experience is unique and well known in the village should be so classified and that a repositioning or re-profiling of the house and track is important.

 

The plan supplied indicates that a new foul drainage system would be installed under the track to the south of the neighbouring property Court Hayes, linking eventually to an existing sewer system under the access track from the main road that runs north and to the east of Court Hayes. It is understood that the applicant has right of way only over this land, not ownership, and that permission to do this work and the nature of any easement would need to be legally agreed for such work to take place.

 

Also of concern are the heights and distances available to create a viable 'fall' and flow for the drainage, given that a watercourse running to St. Hieretha's Well, of historical importance in the foundation of the village, would have to be crossed somehow.

 

Access to this locality is via an unadopted farm track running, as previously stated, north from one of the village’s main streets, becoming it is understood, the applicant's property at a point roughly coinciding with an old quarry to the left, above Court Hayes. By its very nature this track may find difficulty coping with the size and volume of construction traffic for this project, being unmetalled and with little more than a lorry's width between some buildings and a restrictive turning into the track. Some of the dwellings and buildings flanking the track are old and susceptible to damage, a fact which should also be considered.

 

More detail would be appreciated regarding the temporary log cabin which at

present simply appears as a rectangle on the plan with no sizes or configuration noted. More importantly what does the term 'temporary' mean in this context regarding planning consent because we understand the intended use of the building is to be client accommodation during the build, which would surely be longer than the 28 day period normally associated with temporary status, and would this structure remain in situ when building has finished? Also, what arrangements would be made for services and waste disposal?

 

Answers and solutions to these questions can be found, we are sure, but they should be fully formulated and agreed during the preparatory stages to avoid any 'ad hoc' decisions causing unnecessary disturbance and upset to the neighbouring residents.

 

In consideration of the foregoing concerns the Parish Council believes strongly that representatives from the Strategic Development and Planning Departments should visit the site prior to permission being decided upon, to assess all the points raised in the consultee responses, for their and our community's joint benefit. Until these matters are conclusively addressed Chittlehampton Parish Council is withholding its support for the application.

Single storey extension & alterations to dwelling at Mile House Cottage, Chittlehampton, Umberleigh EX37 9RD

 

Following examination and discussion of the proposal for this extension and accompanying alterations to Mile House Cottage it was agreed that the scheme updates the facilities within the property in line with modern living standards whilst causing minimum impact upon the building's appearance and character as a heritage example, through it's modest size, configuration and choice of materials.

 

We therefore support the application.

Demolition of agricultural building and erection of two dwellings (Use Class C3) with associated parking and garden at Hillhead Barn Chittlehampton Umberleigh Devon EX37 9RG

Following examination and discussion of the drawings and documents submitted within the context of local knowledge of the area and local opinion it was agreed that this proposal would impose unreasonable demands on the space available within the site and could cause dangerous congestion where vehicles would enter and exit the development from the adjoining highway, which at this point is little more than single vehicle width whilst a principal route for larger vehicles such as buses and delivery vehicles. We had misgivings when a single dwelling was approved for this site, but we feel that such an increase in traffic to and from an extra house would exacerbate this issue dangerously. Regarding the site, the amount of excavation and remodelling would be considerable, even for a single dwelling and whilst the layout could be deemed (at a stretch) 'comfortable' for the currently approved house (including vehicle parking) the revised scheme looks congested and unattractively cramped.

 

For these reasons, as well as those expressed by local residents and doubts raised by the Highways Department regarding interpretations of vehicle sizes and advisory comments from an environmental health consultant Chittlehampton Parish Council does not support this application.

This proposal (in addition to 73148 &73180/1) was discussed at a recent virtual meeting of Chittlehampton Parish Council Planning Committee.

The planned internal rearrangements to the house’s bathroom appear to be of minimal impact to the character of the building and seem reasonable given the normal processes of updating and development that feature in the timeline of any residence, and in the Committee’s opinion are entirely acceptable.

Regarding the additional external plumbing and pipework proposed, it was felt that this would be placed in the context of existing similar pipework to the rear of the building and would not be detrimental to its character.

The Parish Council therefore supports this application.

 

Application no. 73148

Erection of garden room and alterations to garage at ‘Belmont’, Chittlehampton, Umberleigh EX37 9QL

 

The drawings and documents supplied were discussed, as well as views expressed in the contexts of local knowledge of the property and its location.

All councillors present at the meeting agreed that the proposal as specified, for the erection of a garden room adjoining the property and alterations to an existing garage appears well designed and appropriate for the building.

Moreover, regarding its location in the village it is not readily visible from the main thoroughfare and is discrete in its positioning.

The Parish Council therefore supports this application.

 

Application no. 73180 with 73181 Listed Building Consent

Extensions and alterations to dwelling at ‘Ardlui’, The Square, Chittlehampton, Umberleigh, Devon EX37 9QW

 

The drawings and documents supplied testify to a large schedule of work and restoration in what is, in the Planning Committee’s opinion, a well-considered and necessary programme of renovation to consolidate this building.

It is difficult to over-emphasise the importance of this property, both in its character and appearance in the context of the village square, and in the history of Chittlehampton itself and the Committee concluded that the apparent care and detailed design that the schedule represents are of commendable quality.

The Parish Council therefore supports these applications.
